[BLO-V2] Replace R147 for a capacitor
The R147 resistor should be replaced by a capacitor with the similar footprint. When this resistor is mounted (it is not mounted by default), it connects the active-low RSTN pin of the CDCM PLL chip from TI to ground, thus rendering the chip unusable. This is not a major issue, but it is something that can affect proper operation of White Rabbit, if it is implemented as part of the FPGA gateware.
According to recommendations from TI (see the On-chip VCO section in the CDCM datasheet [1]), the RSTN pin should have a capacitor mounted to ground, which together with the internal on-chip pull-up resistor delays the reset for a sufficient amount of time that the reference clock input is stable before the CDCM VCO starts to calibrate.
The current placement of this resistor trickled over from the SPEC design, which is where the oscillator circuitry design is inspired from.
A proper capacitor value should be found and this change should be made in case of a V3 design.
