      Logger can interpret get log facility & level (error, info, etc) from
      log message if such info is provided properly. I.e. it needs to be
      enclosed in <> and the first thing in the message. The wrs-msg.c file
      in the libwr was changed such that the log facility & level ares properly
      printed in log messages, and thus later properly interpreted by the syslog
      elastic search on the server. For this, wrs_msg lib needs to know the
      faciltiy of the application that uses it. Thus, the wrs_msg_init()
      function was updated (in the library and all its calls in applications)

      1/ wr_date script:
      - Started before PPSi
      - Set number of NTP retries to 10 if GM otherwise 1. GM info is
      extracted from dot-config
      - Clock source is controlled directly with wr_date tool
      - Can be started any time without any risk to set a wrong date (see
      point 2)
      2/ wr_date
      - 'set host' parameters take into account the time mode ( FR: set
      sec+ns, BC: time cannot be set, GM: set seconds only+wait to be in a
      middle of a second)
      - function substrat_substrat() moved to time_lib.h. Also used by wr_mon
      3/ wr_mon
      - Print TAI-UTC
      - Update Timing Mode & PLL locking state displayed values

      We have 37s of leap second but we were showing without usec the
      following which could be seen as a wrong leap second offset.

      Switch time (UTC): 2019-03-15 05:40:10.975551
      localtime has also been replaced by gmtime (TAI should never be
      converted using localtime in case TZ variable is set)

      - Help (-h) option was added.
      - The tool now uses WR time to display the state every second.
      - The show statistics (-s) mode was changed to display statistics in a
        segregated way.
      - The -i option was added to show TIME information as second, nanosecond pair
      - The -m option was added to show only the MASTER ports information
      - The -s option was changed to show only the SLAVE ports information
      - The -o option was added to show only the OTHER ports information
      - The -e option was added to show only the SERVO information
      - The -t option was added to show only the TEMPERATURE information
      - The show X options can be combined, e.g. -i -t shows time and temperature
      - The -a option was added to show all information (convenience option)
      - The -b option was unchanged and shows the gui in black and white
      - The -w option shows the WEB interface information unchanged, but the
        underlying code has been rewritten to be less of a hack.
      - Toggle printing on/off (t) during display should now work.
