/etc/init.d/wr_date script does not properly wait for NTP server and GM lock
In order to ensure a proper setup of the GM in all corner case we first need to ensure that:
- NTP has replied (if we get a power down in the infrastructure NTP server or switch can last longer then WRS to boot)
- GM has lock (if we set time before GM has lock its PPS/10MHz we can not ensure boundaries cases)
- Readback NTP offset to check that WR time has been properly applied to FPGA.
- Start the driver to sync HW time to SW time
