SNMP fails to start with 18 ports populated with non-WR SFPs
This happened with Molex loopback SFPs we use for the WR Switch PTS. It
looks that SNMP when starting prints out forever error messages to the
serial console:

Eventually, when less than 18 SFPs are plugged it may print many error messages and then crash.
