64 as priority1, is not compatible with old devices
When priority1 is set to 64, switch even configured as slave does not
synchronize with older versions.
I my case one switch was v5.0.1 configured as master, second as slave.
The ppsi on a slave switch jumps between states or goes into "listening"
state.
The ppsi (on slave) prints the following messages:
PPSi. Commit ppsi-v2016.12-138-g0c3515d, built on Nov 20 2018

If "slave" switch configured as auto, then ppsi goes to "master" state,
the other goes into pre-master. No sync occurs.
Slave is in "listening" state, then reset of master makes the slave to
jump between states.
