This should in a way fix the missing error checks in parse_time,
without forcing us to rewrite parsing with more stringent checks.

Times are reported before activating rather than after each parse
action, so the user can see what 1mhz or pps turn out to be, as
well as the default values.

The header was a quick hack. This doesn't change anything in external
behaviour, but makes the inline functions into real function in
a library-like header linkerd in by all tools.

Reason: useful when debugging White Rabbit synchronized cards, which should be in sync with
better than 1ns accuracy. Also grouped decimal digits to improve readability.

- added gateware_install target, which automatically downloads and installs the FPGA gatewares
- improved submodule support. Now it looks for dependent submodules in the user-supplied path,
in the parent directory (a "super-module" repo) and if still not found, checks out local submodule copy.

This completely removes the "bugs" section, since no known bugs
remain.  The buffering problem on iput has long been solved, I just
forgot to check the complete manual until now.
